i used to run a ton of network cable and we replaced plenty of cat 5 cable that looked just like that.

I once (in fact several times) fixed a cable which looked like that (because of a dog I had) with pipecleaners (bendy metal with soft cotton outside and some cling film.
It looked worse, I think.
