That’s the animation layer where the character will break through, the rest is background so they don’t have to keep drawing it.

One of my favorite subconscious pastimes when I watch old hand-drawn animation is looking out for whatever but was highlighted, as that meant something was gonna happen.

Honestly not really. The first picture you provided as help highlighted the window without making it harder to realize it has a different color.
Now the red color dominates the area and it’s not so clear that the window pane is a different shade of blue.
Fair call, maybe a heavy crop without circles or arrows would have solved the problem?
