Is it possible in Inkscape to duplicate an object by dragging it while holding down a modifier key? I have found conflicting answers through web search, and have tried every combination of keys to no avail.

Yes. Tap the Spacebar during the drag, to get a copy at that position.
It’s a very quick way to create lots of copies at different positions.

so for now you need to ctrl-d then move instead
