Is this smuggling or poisoning? I’m not sure I understand the intent behind why there’s drugs in the flour.
Gotta be smuggling. It seems unlikely oxy would survive baking.
OTOH, “laced with” sounds like it’s not containerized separately, but rather mixed in with the bulk of the flour. I don’t see the point of smuggling it that way if you can’t separate it out easily later. My instinct is that this is an intentional attempt to poison.

The linked article shows an image of full pills discovered and just mentions powder as reported by other sources. Those that were in powder form (how would they even be able to recognize powdered oxy in flour?) could just be destroyed or poorly solidified pills.
The core question stands, how would mixing oxy with a thing that’s going to be baked be a viable plan? And why use oxy rather than something that is just a poison? There are so many more effective methods to kill an already vulnerable population than causing overdoses. And for the smuggling theory, there’s a whole lot of reason to smuggle oxy. It’s done all the time all over the world for abuse. And they’re critically short on medicine. Seems like a very straightforward plan and motivation there.

Implied in “smoke” is that the oxy is destroyed in the process. That’s how burning things works. They don’t light it and then eat the ashes.
Maybe, maybe not, I would assume baking wouldn’t burn off all the chemicals. Not being a chemist, we really don’t know what chemical reactions may or not take place.
You can eat some oxybread if it makes you feel better (lol), but my experiences with pot brownies lets me be a bit more careful.
Don’t think all this genocide is just some unfortunate “side-effect”, there are sick and disgusting people preying on these people in far worse and far more malicious ways, so the idea of some group doing it simply for shits and giggles pretty plausible.
Someone starving with additional medical issues that have no health care would probably die from this, is my guess.
